HARRISBURG, PA — The former executive director of the Cambria County Bar Association has been charged with embezzling over $300,000 from the organization over a five-year period.
Robin Hagins, 56, of Johnstown, faces charges of theft by unlawful taking, misappropriation of funds received, and forgery. The Pennsylvania Attorney General’s Office announced the charges after an investigation involving the 51st Statewide Investigating Grand Jury. Hagins is accused of misusing association funds between 2018 and 2023 for personal expenditures, including cosmetic treatments, vacations, and a timeshare property. Prosecutors allege she also diverted funds to Cuddles for Kids, a nonprofit founded by her family, without authorization.
Attorney General Dave Sunday stated that Hagins was entrusted with managing resources to further the Bar Association’s mission of community service and education, but her alleged actions violated that trust while funding “a lavish lifestyle.”
The case emerged after the association received an overdraft notice in June 2023, prompting a financial review. Investigators uncovered overpayments, unauthorized expenses, and a $200 monthly auto-debit for repaying a loan.
The investigation determined improper payments to Hagins totaled $314,759. The case is being prosecuted by Assistant Chief Deputy Attorney General Evan Lowry.
All defendants are presumed innocent until proven guilty in a court of law.
