Youth Football League Funds Drained as Ex-Director Faces Theft Charges

HARRISBURG, PA — The former director of a southwestern Pennsylvania youth football league is facing criminal charges after investigators allege he diverted nearly $250,000 in league funds to personal accounts over several years, the state Attorney General’s Office announced.

Attorney General Dave Sunday said William Spencer, 57, served as director of the Washington/Greene Youth Football League — now operating as the Western Pennsylvania Youth Football League — from 2013 until his resignation in March 2025. During that period, investigators allege Spencer systematically transferred league money to his own accounts to pay credit card bills, bolster a retirement account, and cover personal expenses at Amazon, restaurants, and other retailers.

According to the Office of Attorney General, Spencer is accused of fraudulently writing 187 checks payable to himself from league accounts between January 4, 2020, and February 18, 2025. Authorities estimate the checks totaled approximately $230,000. Investigators also allege Spencer made more than $3,000 in direct electronic payments from league accounts to accounts held by him and/or his wife, without the league’s knowledge or consent.

The Office of Attorney General’s Financial Crimes Section charged Spencer with felony and misdemeanor counts of theft by unlawful taking and receiving stolen property, along with two misdemeanor counts of misapplication of entrusted property. He is not currently in custody.

Sunday said investigators uncovered what he described as a multi-year pattern of alleged financial misconduct that harmed the league’s operations and those who supported it. He added that the case involves an alleged betrayal of trust affecting donors, coaches, and young athletes who relied on the league’s financial integrity.

The case will be prosecuted by Senior Deputy Attorney General Rachel Wheeler of the Attorney General’s Financial Crimes Section.

All criminal charges are allegations. Spencer is presumed innocent until proven guilty in a court of law.
