CHESTER, PA — Chester City Police have arrested a Wallingford man in connection with a July crash that claimed the life of a 24-year-old motorcyclist, according to information released by the department.
Detectives took 32-year-old Thomas John Hibbert into custody on December 5 following an investigation into the July 11 collision at 22nd Street and Wetherill Street. Police allege Hibbert was operating the vehicle that struck and killed Jack Thomas Wilson of Marcus Hook shortly after midnight.
According to investigators, the case involved several alleged traffic and impairment-related violations. Hibbert has been charged with DUI–general impairment (second offense), DUI–alcohol/drug combination (second offense), accidents involving death or injury while not licensed, driving while his license was suspended or revoked, operating a vehicle with a BAC of .02 or greater (second offense), vehicle turning left violation, improper left turn, and recklessly endangering another person.
Hibbert was arraigned Friday morning before District Justice Sandone. Bail was set at $1,000,000, with 10 percent required for release. Police say he will be transported to George W. Hill Prison.
All charges are allegations, and every defendant is presumed innocent until proven guilty in a court of law.
