MORGANTOWN, PA — Caernarvon Township Police have arrested two men from Philadelphia following an investigation into a series of thefts from vehicles in the Pennwood Development.
According to authorities, the incidents occurred in the early morning hours of September 25, 2025. Stolen property reportedly included a laptop computer, car keys, a wallet, cash, and credit cards. Investigators said one of the stolen credit cards was later used at the Walmart in Elverson, where three unauthorized purchases totaling $344.84 were made.
Police reviewed surveillance footage, which they said showed two men with distinctive tattoos making the purchases. The suspects were identified as 30-year-old Robert Lucera and 28-year-old Matthew Payne, both of Philadelphia.
On October 3, officers apprehended Lucera and Payne at the Sheetz located at 3830 Main Street in Caernarvon Township. A search of their vehicle allegedly revealed stolen items, including the missing laptop and a Smith & Wesson M&P Shield 9mm handgun reported as stolen.
Both men were taken into custody and charged. Lucera and Payne each face counts of receiving stolen property, carrying a firearm without a license, retail theft, access device fraud, and prowling at night. Police said the investigation remains active, and additional charges may be filed as more evidence is reviewed.
All charges are allegations, and a suspect, arrestee, or defendant is presumed innocent until proven guilty in a court of law.
