NEW CASTLE, DE — A routine traffic stop along the Route 9 corridor late Tuesday escalated into multiple arrests after detectives allege they uncovered a handgun and a large quantity of marijuana inside a vehicle, according to New Castle County police.
Police said detectives with the Active Crime Trends Team were conducting proactive patrols at approximately 9:30 p.m. on January 27, 2026, when they initiated a traffic stop involving a blue Tesla Model Y near the intersection of Memorial Drive and Route 13 for an alleged traffic violation.
The driver was identified as Michael Rivera, 21, of Wilmington. Investigators allege Rivera did not possess a valid driver’s license. While speaking with Rivera and the vehicle’s occupants — Anyea Hynson, 23, of Wilmington; Kevin Rivera, 18, of Wilmington; and Tylere Brown-Hall, 19, of New Castle — detectives reported observing drug paraphernalia inside the vehicle, which they said established probable cause for a search.
During the search, police allege detectives recovered a 9mm handgun and more than 489 grams of prepackaged marijuana concealed within the vehicle, along with additional drug paraphernalia. Further investigation allegedly determined that Brown-Hall is prohibited from possessing a firearm.
All four individuals were taken into custody and transported to New Castle County Police Headquarters for processing.
Hynson was charged with felony counts, including possession of a firearm during the commission of a felony, possession with intent to deliver, possession of a controlled substance, and conspiracy, along with a misdemeanor drug paraphernalia charge. Police said she was arraigned in Justice of the Peace Court 11 and committed to the Delores J. Baylor Women’s Correctional Institution after failing to post $74,500 cash bail.
Michael Rivera was charged with multiple felony offenses, including possession of a firearm during the commission of a felony, possession with intent to deliver, carrying a concealed deadly weapon, possession of a controlled substance, and conspiracy, along with misdemeanor drug paraphernalia and driving-related offenses. He was arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution after failing to post $84,602 cash bail.
Brown-Hall was charged with possession of a deadly weapon by a person prohibited and was arraigned in Justice of the Peace Court 11. Police said he was committed to the Howard R. Young Correctional Institution after failing to post $3,000 cash bail.
Kevin Rivera was charged with carrying a concealed deadly weapon. He was arraigned in Justice of the Peace Court 1 and committed to the Howard R. Young Correctional Institution after failing to post $10,000 cash bail.
All charges described are allegations. Any suspect, arrestee, or defendant is presumed innocent until proven guilty in a court of law.
