LINWOOD, PA — A license plate reader alert led Lower Chichester Township police to an alleged stolen vehicle Tuesday afternoon, triggering a multi-jurisdictional response that ended across the state line in Delaware.
According to the Lower Chichester Police Department, officers were notified at approximately 4:23 p.m. on Tuesday, December 30, 2025, that a vehicle reported stolen earlier that day in the City of Chester was traveling westbound on Ridge Road near its intersection with Market Street. The alert was generated through the department’s license plate reader system.
Police said officers attempted to catch up to the vehicle while navigating traffic. An officer made visual contact with the vehicle, described as a white Mercedes-Benz work van, as it passed Blueball Avenue and continued westbound toward Delaware. With emergency lights activated, the officer attempted a traffic stop once traffic conditions permitted. Authorities allege the driver failed to stop and continued into Delaware.
Once across the state line, police said the vehicle traveled a short distance before coming to a stop at the intersection of Route 92. The driver then pulled into the parking lot of a Wawa convenience store, where a second officer arrived. Police conducted what they described as a felony traffic stop and removed the driver, identified as 33-year-old Riyad H. Hussein, along with a passenger.
Due to jurisdictional limitations, Delaware State Police responded to the scene and took Hussein into custody. Police said he was charged in Delaware to facilitate extradition back to Pennsylvania. Authorities reported that Hussein later posted bail on the Delaware charge and is now awaiting a hearing in Pennsylvania on a charge of receiving stolen property. The passenger was checked by police and released at the scene.
The incident originated near the intersection of Ridge Road and Market Street in Linwood.
