Scooter Ride Turns Into Police Chase: Linwood Teen Charged After Alleged Confrontation with Officer

LINWOOD, PA — An attempted warning over a minor traffic infraction escalated into a full police pursuit and arrest last Thursday when an 18-year-old man allegedly fled from Lower Chichester Township Police while riding an electric scooter in the wrong direction on a one-way street.

According to police, the incident began on the evening of July 17, around 5:06 p.m., when an officer spotted a male riding an electric scooter against traffic on Ginsburg Drive. Officers say the rider, later identified as Jhassan Hamir Harper of Linwood, acknowledged a warning delivered via the patrol vehicle’s public address system but continued riding through a stop sign at Summit Avenue and Chadwick Avenue.

Authorities allege Harper then fled from police, turning the wrong way down Ervin Avenue, weaving between parked vehicles, and briefly riding on the sidewalk. At one point, an officer exited his vehicle to intercept Harper and reportedly informed him that what began as a warning had escalated into a formal traffic stop.

As the officer attempted to detain him, Harper allegedly resisted by trying to ride away. Police say he then shoved the officer and continued to resist arrest until a second officer arrived to assist in subduing him. During the process of being escorted to a patrol car, Harper allegedly threatened the officer and made another attempt to flee while handcuffed, which was unsuccessful.

Harper was taken into custody and processed at the Lower Chichester Township Police Department. He will be charged by summons.

The charges filed against Harper include:

  • Fleeing or Attempting to Elude a Police Officer
  • Terroristic Threats
  • Harassment
  • Simple Assault
  • Disorderly Conduct
  • Resisting Arrest
  • And additional related offenses

All charges are currently allegations. The defendant is presumed innocent unless and until proven guilty in a court of law.
