Police Hunt Two Suspects in Alleged Delaware Prison Drug Smuggling Plot

WILMINGTON, DEDelaware State Police have charged a Wilmington inmate in connection with an alleged drug smuggling operation at the James T. Vaughn Correctional Center, where authorities say illegal narcotics and contraband were hidden inside furniture delivered to the facility.

According to investigators, 36-year-old Shamar Clark of Wilmington was charged Monday with multiple felony counts related to drug distribution and promoting prison contraband. Police are also seeking two alleged co-conspirators — 35-year-old Charles Chambers of Wilmington and 31-year-old Jalen Hubbard of Dover — who remain at large.

The case began on July 23, 2025, when the Delaware Department of Correction notified troopers after correctional officers discovered illegal drugs concealed in a couch delivered to the Smyrna prison for reupholstering by Delaware Correctional Industries, a state-run inmate training and employment program.

During inspection, officers detected the odor of marijuana and uncovered a large quantity of narcotics and prohibited items, including approximately 59.6 grams of methamphetamine, 1,625 grams of marijuana and THC-infused edibles, 34 sheets of suspected synthetic cannabinoids, 251 grams of gabapentin pills, 80 suboxone strips, two cell phones, and 53 USB drives.

Through their investigation, detectives determined that Clark, an inmate at the facility, allegedly coordinated the smuggling operation with Chambers and Hubbard to bring the items into the prison.

On October 7, 2025, arrest warrants were issued for all three suspects. Clark was formally charged on October 20 with multiple felonies, including possession with intent to distribute controlled substances in Tier 2 and Tier 3 quantities, possession of controlled substances in Tier 2 and Tier 3 quantities, three counts of promoting prison contraband, and second-degree conspiracy. He was arraigned by Justice of the Peace Court 2 and remains in custody at the James T. Vaughn Correctional Center on a $64,000 secured bond.
