Philadelphia Man Charged in Multi-County Credit Card Fraud Scheme

WARRINGTON, PA — A Philadelphia man is facing charges following an investigation that linked him to a series of fraudulent credit card transactions across multiple counties, according to the Warrington Township Police Department.

Authorities said the investigation began on April 22, 2025, when the Albany Police Department in Oregon contacted Warrington Township Police after a local resident reported unauthorized charges on their credit card. The suspect was later identified as 35-year-old Messihia Manning of Philadelphia.

Investigators determined that Manning allegedly made a cash withdrawal and several purchases throughout Bucks County, Montgomery County, and Philadelphia. Police said GPS data from Manning’s company-issued work truck helped track his movements during the time the fraudulent activity occurred.

The total value of the alleged transactions exceeded $2,500, according to the report.

A criminal complaint was subsequently filed, and Manning turned himself in on October 1. He was processed and arraigned before Magisterial District Judge Gary Wertman, who set bail at $50,000 unsecured.

Manning is charged with access device fraud and theft by unlawful taking.

All charges are allegations, and a suspect, arrestee, or defendant is presumed innocent until proven guilty in a court of law.
