PHILADELPHIA, PA — Federal prosecutors announced the arrests of three current correctional officers and their former supervisor in connection with allegations that they assaulted a pretrial detainee in 2020 and then attempted to conceal their actions.
According to an indictment unsealed this week, officers Jahaan Andrews, 34, Oneil Murray, 31, and Mumin Hart, 43, along with former lieutenant Georgia Malloy, 58, all of Philadelphia, were charged following an investigation by the FBI and the Philadelphia Department of Prisons. Prosecutors allege the incident took place on October 6, 2020, at Curran-Fromhold Correctional Facility.
Authorities said that Andrews, Murray, Hart, and another officer allegedly assaulted the inmate during a strip search, punching and kicking him until he collapsed. The inmate was hospitalized with serious injuries, including damage to his face, ribs, and scrotum, and required emergency surgery.
The indictment further alleges that Andrews, Murray, Hart, and Malloy conspired to falsify official reports to downplay the incident and obscure the extent of force used. Prosecutors contend that the officers exaggerated the inmate’s behavior while omitting details of their own actions in order to avoid scrutiny.
All four defendants are charged with conspiracy, with additional charges filed against Andrews, Murray, and Hart for deprivation of rights under color of law and falsification of records. Malloy is separately charged with falsification of records. If convicted, prosecutors say the maximum penalties range from 45 to 70 years of imprisonment, depending on the defendant.
U.S. Attorney David Metcalf emphasized that the charges remain allegations. All defendants are presumed innocent until proven guilty in a court of law.
