HARRISBURG, PA — A Monroe County man is facing a series of serious allegations after state investigators charged him with operating what they describe as a violent sex trafficking organization that spanned multiple Pennsylvania counties.
Attorney General Dave Sunday and the Pennsylvania State Police announced that 33-year-old Thomas Cory Green of Effort was arrested this week and charged with felony trafficking in individuals, rape, aggravated assault, and related offenses. Investigators allege Green used physical violence, intimidation, emotional manipulation, and references to past criminal activity to control victims and compel them to engage in commercial sex acts.
According to authorities, the alleged trafficking operation existed from 2023 through November 2025 and extended through Lehigh, Luzerne, and Lackawanna counties. Police say multiple victims reported that Green used threats and physical aggression to maintain control. Investigators also allege Green placed advertisements on websites commonly associated with sex trafficking, collected profits from the acts, and directed victims’ movements.
Green was arraigned this week and denied bail after a magisterial district judge deemed him “extremely dangerous” and unlikely to appear for future court proceedings.
Two additional defendants are also charged in connection with the alleged enterprise. Quindell Bowers, 27, of Lithia Springs, Georgia, and Christopher Williams, 32, of Easton, face counts of trafficking in individuals, conspiracy, involuntary servitude, and other related offenses. Williams was arraigned Monday with bail set at $500,000, while Bowers remains not in custody.
Attorney General Sunday said Green treated victims as commodities and used his criminal past to instill fear. He added that dismantling large-scale trafficking operations is a central mission of the Office of Attorney General’s Human Trafficking Section. Major Serell Ulrich of the Pennsylvania State Police Bureau of Criminal Investigation praised the coordinated investigative effort, noting that proactive work by Troop N and Troop R Vice Units initiated the case.
The Pennsylvania State Police filed the charges, and the prosecution will be led by Chief Deputy Attorney General Heather Castellino and Deputy Attorney General Lauren Perchinski.
All charges are allegations, and every defendant is presumed innocent until proven guilty in a court of law.
