NEW CASTLE, DE — A coordinated human trafficking operation conducted last week across New Castle County resulted in three arrests and contact with more than a dozen potential victims, according to the New Castle County Division of Police.
The initiative, known as Operation Shattered Halo, took place on Thursday, December 4, 2025, and brought together detectives from the county’s Drug and Human Trafficking Investigations Team, the Active Crimes Trends Team, and the FBI’s Delaware Violent Crime and Safe Streets Task Force. The effort focused both on identifying individuals suspected of soliciting prostitution and on reaching people who may have been exploited.
As part of the operation, police arrested three men—Frank Henry, 36, of Elkton, Maryland; Kenneth Cavall Jr., 44, of Newark; and Ayodeji Akinola, 35, of Bear—each alleged to have committed one misdemeanor count of patronizing a prostitute. All three received summonses requiring future court appearances.
Detectives also made contact with 13 individuals identified as potential human trafficking victims. Through a combination of investigative interviews, advocacy efforts, and specialized training, law enforcement officials connected these individuals with support services intended to ensure their safety and provide access to resources.
Authorities are encouraging the public to report suspicious activity and to reach out if they have information relevant to human trafficking investigations. All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
