PHILADELPHIA, PA — MD Munsur Ali, 48, of Millbourne, Pennsylvania, was sentenced Thursday to 21 months in federal prison and one year of supervised release for his participation in an election fraud scheme designed to manipulate the 2021 Millbourne mayoral election. Ali was also ordered to pay a $2,500 special assessment.
United States District Judge Harvey Bartle III handed down the sentence after Ali pleaded guilty in April to 25 charges, including conspiracy, fraudulent voter registration, and providing false voter registration information. The case also involved co-conspirators MD Nurul Hasan and MD Rafikul Islam, both Millbourne residents and previously sentenced for their roles in the scheme. Hasan received 36 months’ imprisonment, while Islam was sentenced to 12 months and one day.
The scheme, aimed at securing Hasan’s election as mayor through fraudulent mail-in ballots, involved registering the names and personal information of non-residents as Millbourne voters. According to court documents, Ali, Hasan, and Islam used Pennsylvania’s online voter registration system to falsify registrations, request ballots for non-residents, and cast fraudulent votes. They obtained personal information from friends, acquaintances, and Hasan’s business records, soliciting individuals outside Millbourne to register falsely or using their information without consent.
Despite their efforts, Hasan lost the November 2021 election by approximately 165 to 138 votes.
“These defendants sabotaged the democratic will of their fellow citizens in deciding Millbourne’s next mayor,” said U.S. Attorney David Metcalf. “Public trust in the electoral process is critical, and my office is committed to ensuring that our elections remain free and fair. As this case shows, should we find instances of fraud, we won’t hesitate to prosecute those responsible.”

Jacobs, Special Agent in Charge of FBI Philadelphia, emphasized the harm caused by such conduct. “The electoral process is a pillar of our democracy, so when public officials undermine this system through fraud, they don’t only break the law — they compromise the trust built between this process and the American people. The FBI remains unwavering in our commitment to protecting the integrity of elections and ensuring those who break these laws are held accountable.”
The FBI and the Delaware County District Attorney’s Office collaborated on the investigation, with the case prosecuted by Assistant United States Attorney Mark B. Dubnoff. Authorities reiterated their commitment to prosecuting those who undermine the integrity of elections through fraudulent acts.
