WILMINGTON, DE — Wilmington police say a late-night patrol in the city’s east side resulted in the arrest of a 27-year-old man after officers reported observing behavior they described as suspicious in the early morning hours.

According to authorities, members of the Uniformed Services Division were in the area of East 30th and North Heald streets at approximately 12:15 a.m. on January 31 when they noticed a male subject whose actions drew their attention. Officers made contact with the individual, later identified as Jusiah Shrouder, and took him into custody without incident.
