Man Charged in Alleged Credit Card Fraud Targeting Plumstead Township Senior

PLUMSTEADVILLE, PA — A Philadelphia man has been charged in connection with an alleged credit card fraud scheme that began after a Plumstead Township woman’s purse was stolen over the summer, according to police.

The Plumstead Township Police Department reported that on July 10, 2025, at approximately 6:45 p.m., a 76-year-old woman contacted authorities to report that her credit and debit cards had been stolen from her blue Honda Odyssey. The vehicle had been parked in Souderton Borough while she was at the pool with her grandchildren between 1:00 and 2:00 p.m.

When the woman returned to her car, she discovered her cards were missing. Shortly afterward, she received notifications from Discover and other credit card companies alerting her to several fraudulent transactions.

Following an investigation, police identified 40-year-old Ramon Rosario as a suspect. On November 7, 2025, Rosario was transported to the Central Bucks Regional Police Department for processing and arraignment before Judge Hughes. His bail was set at 10 percent of $200,000, and he was later taken to the Bucks County Correctional Facility.

Rosario has been charged with identity theft, access device fraud, and receiving stolen property.

Police emphasized that all defendants are presumed innocent until proven guilty in a court of law.
