NEW CASTLE, DE — Authorities are investigating a burglary that occurred in the Eagle Glen neighborhood of New Castle on Thursday, April 24, 2025, during which a juvenile alerted police to an intruder in the home. One suspect was apprehended at the scene, while a second remains at large.
The New Castle County Police Department reported that officers responded to the unit block of Whitehaven Drive at approximately 1:05 p.m. after receiving a 911 call from a juvenile inside the residence. According to investigators, the juvenile, who was home alone at the time, reported hearing footsteps throughout the house. Fearing for their safety, the juvenile locked themselves in a bedroom, called 911, and physically held the door shut.
The suspects allegedly attempted to enter the locked room but fled the house upon realizing it was occupied. Officers arriving at the scene encountered the suspects as they exited the home via the rear porch.
Apprehension of Suspect
One suspect, identified as 35-year-old Cezar Para of Baltimore, Maryland, attempted to flee on foot but was apprehended behind the residence. Authorities stated that Para was wearing a face mask and in possession of burglary tools at the time of his arrest.
The second suspect, described as wearing all black, reportedly escaped the scene in a dark-colored sedan.
During Para’s arrest, a responding officer sustained a hand injury. The officer was treated at a local hospital and later released.
Investigation and Charges
Detectives from the Criminal Investigations Unit assumed the case and are working to identify and locate the second suspect. Investigators are also pursuing additional leads related to the incident.
Para was transported to New Castle County Police Headquarters, where he was formally charged with the following offenses:
- Assault in the First Degree (Felony)
- Burglary in the First Degree (Felony)
- Wearing a Disguise During the Commission of a Felony (Felony)
- Possession of Burglary Tools (Felony)
- Resisting Arrest with Force Resulting in Injury to a Law Enforcement Officer (Felony)
- Conspiracy in the Second Degree (Felony)
- Theft Under $1,500 (Misdemeanor)
Following his arraignment in Justice of the Peace Court 11, Para was committed to the Howard R. Young Correctional Institution after failing to post $100,000 cash bail.
