Gunpoint Carjacking Spree Alleged as Three Philadelphia Men Face Federal Charges

PHILADELPHIA, PA — Three Philadelphia men have been indicted in federal court for allegedly conspiring to commit a series of armed carjackings across the city last summer, according to an announcement from United States Attorney David Metcalf.

A superseding indictment filed this week charges Rasheen Harvey-Fields, 18; Tavon Fry, 20; and Saair Steele, 21, with conspiring to commit—and carrying out—multiple carjackings, along with related firearms offenses. Harvey-Fields and Fry made their initial appearances in federal court this week, while Steele appeared last week. All three defendants are currently detained in federal custody.

According to federal prosecutors, the conspiracy allegedly ran from June 25, 2025, through at least July 11, 2025. During that period, the defendants and others are accused of stealing numerous vehicles at gunpoint throughout Philadelphia. The indictment further alleges that many of the stolen vehicles were then used to commit additional crimes, including robbery, aggravated assault, and further carjackings.

The charging documents assert that the defendants sometimes lured victims under the guise of buying or selling marijuana, using the pretense to facilitate the carjackings. In other instances, they allegedly targeted individuals who had just exited their vehicles.

The superseding indictment lists 11 carjackings—each occurring in Philadelphia—and identifies which defendants are alleged to have participated in each incident:

  • June 25, 2025 – 1400 block of Bouvier Street (Harvey-Fields and others)
  • June 28, 2025 – 3100 block of West Arizona Street (Harvey-Fields and others)
  • June 29, 2025 – 3100 block of West Arizona Street (Harvey-Fields, Fry, and others)
  • July 1, 2025 – 11th and Wallace Streets (Harvey-Fields and others)
  • July 3, 2025 – 1700 block of North 60th Street (Harvey-Fields, Steele, and others)
  • July 3, 2025 – 700 block of South 55th Street (Harvey-Fields, Steele, and others)
  • July 3, 2025 – 6000 block of North 5th Street (Harvey-Fields and others)
  • July 6, 2025 – 6100 block of West Girard Avenue (Harvey-Fields and others)
  • July 6, 2025 – 600 block of West Cumberland Street (Harvey-Fields, Steele, and others)
  • July 7, 2025 – 3100 block of West Arizona Street (Harvey-Fields and others)
  • July 7, 2025 – 2100 block of Natrona Street (Harvey-Fields and others)

If convicted, the defendants face a maximum potential penalty of life imprisonment.

The case was investigated by the Philadelphia Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives. It is being prosecuted by Special Assistant United States Attorneys Branwen McNabb O’Donnell and Shannon Zabel.

Federal officials stress that the charges and allegations set forth in the superseding indictment are merely accusations. Every defendant is presumed innocent unless and until proven guilty in a court of law.
