UPPER CHICHESTER, PA — Upper Chichester Township police are seeking the public’s help in locating a man wanted in connection with an alleged reckless driving incident that unfolded Friday night and ended with officers declining pursuit due to public safety concerns.

According to the Upper Chichester Township Police Department, the incident occurred at approximately 7:54 p.m. on December 19, when an officer conducting an area check at the Exxon gas station at 2355 Market Street observed a Toyota Avalon parked on the property. Police said the vehicle was operated by James Joseph Obyrne, 56, of unknown address.

A records check allegedly revealed that Obyrne was operating the vehicle with a driver’s license suspended as a result of a prior DUI offense. Police also said the vehicle’s registration had been suspended due to an insurance cancellation. When the officer attempted to initiate a traffic stop, Obyrne allegedly failed to yield and accelerated away at a high rate of speed.

Investigators allege the vehicle traveled through the area while disregarding traffic control devices and driving in a manner that placed other motorists and pedestrians at risk. Due to heavy traffic conditions, officers determined that engaging in a vehicle pursuit would pose a greater danger to the public and terminated any attempt to follow the vehicle.

Police allege Obyrne continued to drive recklessly after leaving the area, demonstrating what authorities described as a disregard for both public safety and his own well-being. An arrest warrant was subsequently requested and issued on December 20.

Obyrne is described as a white male, 6 feet tall, weighing approximately 230 pounds, bald with brown eyes. He is wanted on allegations including fleeing or attempting to elude police, recklessly endangering another person, driving with a suspended or revoked license, reckless driving, and careless driving. The warrant was issued under docket number MJ-32238-CR-0000486-2025 by Magisterial District Judge Diane Holfelder.

Police emphasized that the charges are allegations contained in a criminal complaint. Any suspect, arrestee, or defendant is presumed innocent until proven guilty in a court of law.

Authorities urge anyone with information regarding Obyrne’s whereabouts to call 911, contact the Upper Chichester Township Police Department at 610-485-8400, or submit an anonymous tip online.
