Former Pennsylvania Corrections Officer Accused of Sex With Inmates and Identity Theft Scheme

HARRISBURG, PA — A former corrections officer at State Correctional Institution (SCI) Forest has been charged with multiple crimes stemming from alleged sexual contact with inmates and a broader identity theft conspiracy, according to the Pennsylvania Office of Attorney General.

Kristina Miller, 35, of McKean County, faces felony charges of institutional sexual assault and unlawful use of a computer. In addition, she has been charged with several misdemeanor counts of conspiracy to commit identity theft and conspiracy to commit theft by deception. The alleged criminal activity occurred between 2020 and 2023, while Miller was employed as a corrections officer at the Forest County facility.

Miller was arraigned on Wednesday, and her bail was set at $100,000 unsecured.

According to investigators, Miller allegedly engaged in repeated sexual relationships with three inmates under her supervision. During the same time period, authorities say she also accessed SCI Forest’s inmate database to retrieve personal information from other incarcerated individuals. That information was then allegedly shared with a co-conspirator to carry out a financial fraud scheme.

“Corrections officers are critical public servants essential to maintaining the integrity and security of our prison and jail systems,” said Attorney General Dave Sunday. “This defendant is accused of abusing her position of authority while engaging in multiple criminal acts. This conduct violated the trust placed in her to protect her community and can undermine the integrity of our correctional institutions.”

The case is being prosecuted by the Organized Crime Section of the Pennsylvania Office of Attorney General.

It is important to note that all charges remain allegations at this stage. As with all criminal proceedings, the defendant is presumed innocent unless and until proven guilty in a court of law.
