HARRISBURG, PA — A former McKeesport detective who once oversaw the finances of Fraternal Order of Police Lodge 91 will serve jail time after admitting he siphoned nearly $1 million from the organization — including donations meant for a fallen officer’s memorial fund.
Attorney General Dave Sunday said Monday that Joseph Osinski, 56, was sentenced in Allegheny County Court to 9 to 18 months in incarceration, followed by three years of probation. He was also ordered to repay $967,160 to the lodge he once helped manage.
Osinski pleaded guilty to theft by unlawful taking, theft by deception, receiving stolen property, and dealing in the proceeds of illegal activity. Prosecutors said he spent years using lodge funds for personal expenses while serving as the organization’s financial secretary from 2020 until April 2024.
“This trusted member of law enforcement betrayed public trust and trust among his peers, for years, by diverting nearly a million dollars in lodge funds for his personal use,” Sunday said. He called the theft “particularly egregious,” noting that Osinski even stole donations intended to support a memorial fund for an officer killed in the line of duty.
The investigation began after an anonymous letter in January 2024 raised alarm about the lodge’s finances. Before that, members had already questioned suspicious charges on a lodge credit card, including alcohol, hotel stays, and other purchases unrelated to lodge business.
Investigators later determined that Osinski secretly opened bank accounts in the lodge’s name at a separate financial institution, listing himself as the only owner and authorized user. He then deposited checks made payable to the lodge into those accounts, bypassing official oversight.
Among the misappropriated funds were contributions meant for a memorial fund honoring a fallen officer — money that never reached its intended destination.
The case was prosecuted by Senior Deputy Attorney General Alex Cashman.
