PHILADELPHIA, PA — Two former Millbourne Borough officials, MD Nurul Hasan and MD Rafikul Islam, were sentenced on Wednesday for their roles in a scheme to commit election fraud during the 2021 mayoral election, according to U.S. Attorney David Metcalf.
Hasan, 48, the former vice president of the Millbourne Borough Council, pleaded guilty to 33 charges, including conspiracy, giving false information in registering to vote, and fraudulent voter registration. United States District Judge Harvey Bartle III sentenced him to 36 months in prison, one year of supervised release, and a $3,300 special assessment.
Islam, 52, a former Borough Council member, admitted to seven charges, including conspiracy and fraudulent voter registration. He was sentenced to 12 months and one day in prison, followed by one year of supervised release. Islam also faces a $1,000 fine and a $700 special assessment.
The case stems from a conspiracy involving Hasan, Islam, and another co-defendant, MD Munsur Ali, 48, also a Borough Council member. Their scheme aimed to secure Hasan’s election as mayor by fraudulently registering nearly three dozen non-residents as voters in Millbourne Borough. Misusing personal identification information, the conspirators manipulated Pennsylvania’s voter registration system to cast fraudulent mail-in ballots.
Ali, who pleaded guilty to 25 counts, is set to be sentenced on June 26.
“These defendants undermined the democratic process and betrayed public trust,” said U.S. Attorney Metcalf. “Ensuring free and fair elections is a fundamental priority, and those who tamper with this system will be held accountable.”
The investigation, led by the FBI and the Delaware County District Attorney’s Office, revealed the extent of the operation, which included submitting forged voter registrations and ballots to the Delaware County Board of Elections. Despite their efforts, Hasan lost the general election with a vote of 165 to 138.
Mark B. Dubnoff, Assistant United States Attorney, is prosecuting the case.
