HARRISBURG, PA — The former executive director of the Cambria County Bar Association has been sentenced to state prison after admitting to stealing more than $300,000 from the organization over five years, money prosecutors say she used for vacations, luxury items, and even cosmetic procedures.
Attorney General Dave Sunday announced that Robin Hagins, 57, pleaded guilty in Cambria County Court to theft by unlawful taking, deceptive business practices, and forgery. She was sentenced to two to four years in prison and ordered to pay $314,759 in restitution to the Bar Association.
According to the Office of Attorney General, Hagins systematically siphoned funds from 2018 through 2023, diverting Bar Association money into personal expenses that included airline tickets, Apple devices, designer clothing, and a timeshare property. She also directed unauthorized payments to Cuddles for Kids, a nonprofit founded by her family — and later stole from that charity as well, investigators found.
“This defendant prioritized her own greed over her obligation to the Bar Association and defrauded the many members who contributed valuable time, money, and other resources to benefit the organization,” Sunday said. “The defendant’s guilty plea involves a court order to pay significant restitution, which will assist the organization that was left decimated by these criminal acts.”
The theft was uncovered through an investigation by the 51st Statewide Investigating Grand Jury after the Cambria County District Attorney’s Office referred the case to the state Attorney General.
Prosecutors said Hagins’ crimes left the local legal community reeling and the Bar Association financially crippled. Assistant Chief Deputy Attorney General Evan Lowry prosecuted the case.
Hagins will serve her sentence in a state correctional facility, marking the end of a years-long scheme that officials say violated the trust of the very legal professionals she was hired to serve.
