Five Accused in $400K Copper Theft Ring, Two Still Wanted

PLYMOUTH MEETING, PA — Multiple individuals are facing charges in connection with an investigation into the theft of copper wire valued at nearly $400,000 from a local business, police said.

According to Plymouth Township Police, the investigation began in August 2025 following reported burglaries at Infrasource, located at 1027 Conshohocken Road.

Police reported that multiple suspects allegedly entered the secured property on several occasions during overnight hours by breaching locked gates and perimeter fencing. Investigators said the suspects then spent hours cutting copper wire from spools, loading it into vehicles, and later selling it to regional scrap yards.

According to investigators, the thefts resulted in a loss of nearly $400,000 in materials. Police said receipts obtained from scrap yards indicated the suspects allegedly received approximately $50,000 from more than 15,000 pounds of stolen wire.

Authorities said the following individuals have been charged in connection with the investigation:

Edgardo Albandoz, 26, of Philadelphia, is charged with corrupt organizations, dealing in unlawful proceeds, burglary, criminal trespass, theft, and related offenses. Police said he was arrested February 26 and released on $25,000 unsecured bail. A preliminary hearing is scheduled for April 21 at 12:30 p.m.

Yozuet Pagan, 21, of Philadelphia, is charged with the same offenses. Authorities said he was arrested March 2 and released on $25,000 unsecured bail. His preliminary hearing is also scheduled for April 21 at 12:30 p.m.

Marc Champagne, 36, of Philadelphia, is charged with the same offenses. Police reported he was arrested March 1 and released on $25,000 unsecured bail. His preliminary hearing is scheduled for April 21 at 12:30 p.m.

Police said Osiris Beko Ra Jones, 38, of Philadelphia, and Derrick Rowland, 34, of Philadelphia, have also been charged with the same offenses and are currently wanted on active arrest warrants.

According to investigators, the Criminal Investigations Division is continuing to pursue additional leads related to other potential suspects involved in the alleged operation.
