HARRISBURG, PA — Pennsylvania Attorney General Dave Sunday, alongside Erie County District Attorney Elizabeth Hirz and Pennsylvania State Police, has announced charges against the owner of Totally You Fitness and Spa in Erie and three managers. Prosecutors allege the business served as a front for a commercial sex operation.
Owner Tina Silveus, along with her children, Keyvon Silveus and Corrine Wilcott, and son-in-law, Roscoe Carroll Sr., are charged with offenses including corrupt organizations, promoting prostitution, dealing in proceeds of unlawful activities, and conspiracy. The charges arise from an investigation by the 51st Statewide Investigating Grand Jury.
Prosecutors allege that since 2016, the business employed 20 to 30 individuals as commercial sex workers, operating under the guise of massage therapists at the Peach Street location. Investigators claim none of the employees held valid massage therapy licenses, and patrons reportedly paid for sex services disguised as tips.
“This proposed fitness center was actually a highly-organized commercial sex-selling operation with employees who were targeted due to their vulnerabilities and trained not to disclose the full nature of the business and their income,” said Attorney General Dave Sunday.
According to authorities, the employees were allegedly recruited based on vulnerabilities such as homelessness or addiction. Investigators recovered evidence from the business, including customer logs, condoms, and items reportedly used in commercial sex.
Additionally, 52 individuals identified as commercial sex buyers have been charged and will be prosecuted by the Erie County District Attorney’s Office.
“These arrests are part of our continued effort to confront and dismantle the cycle of exploitation created by commercial sex trafficking,” said Erie County District Attorney Elizabeth Hirz.
The defendants are being held on $45,000 bond each and are prohibited from contacting current or former employees of the business.
This case is being prosecuted by Assistant Chief Deputy Attorney General Summer Carroll and Erie County Chief Deputy District Attorney Steven Liboski. Prosecutors emphasize that all charges are allegations, and the defendants are presumed innocent until proven guilty in a court of law. Further developments in the case are expected.
