Drug Bust Shocks Community: Massive Seizures and Arrests in New Castle County Crackdown

WILMINGTON, DE — Detectives with the New Castle County Division of Police have made significant progress in an investigation targeting the distribution of controlled substances across New Castle County. The months-long operation, initiated in March 2025 by the High-Risk Offender Team, resulted in the arrest of three individuals and the seizure of substantial quantities of illegal drugs.

On May 30, 2025, authorities arrested two suspects, 30-year-old Daronce Beulah and 34-year-old Stepheon Mason, in Wilmington. During the arrests, police uncovered 627 bags of heroin/fentanyl, totaling 18.81 grams, and 6.49 grams of crack cocaine. Beulah was also found carrying over $1,400 in cash.

Later that evening, detectives executed a search warrant at a residence on the 1300 block of Maple Street in Wilmington, leading to the arrest of 32-year-old Karon Phillips of Bear. A search of the property yielded additional drugs, including 1,356 bags of heroin/fentanyl (45.38 grams), 4.7 grams of raw fentanyl, 707 MDMA pills, 689 grams of marijuana, 84 Alprazolam pills, and $4,406 in cash.

Charges against Beulah include multiple felony counts of possession with intent to deliver a controlled substance, possession of a firearm by a person prohibited, and endangering the welfare of a child, among others. Beulah remains detained at Howard R. Young Correctional Institution after failing to post $162,252 in cash bail.

Mason faces felony and misdemeanor charges, including possession with intent to deliver and endangering the welfare of a child. He was released after posting $6,800 in secured bail.

Phillips was charged with felony and misdemeanor offenses, including drug possession and unlawfully dealing with a child. He is also being held at Howard R. Young Correctional Institution, unable to meet $62,102 in cash bail.

Authorities stress that all individuals involved in this case are presumed innocent until proven guilty in a court of law.
