HARRISBURG, PA — A Brooklyn resident is facing a series of felony allegations after a statewide investigation concluded he orchestrated an identity theft scheme that enabled more than 200 high-value liquor orders across Pennsylvania, according to state officials.
Attorney General Dave Sunday and the Pennsylvania State Police announced that 26-year-old Eugene Antwi was arrested in New York this week on charges stemming from what investigators describe as a months-long fraud operation. Antwi is accused of using falsified identities and stolen credit and debit cards to place more than $65,000 in online orders, which were later picked up at Fine Wine & Good Spirits locations in 21 counties.
According to a presentment by the 52nd Statewide Investigating Grand Jury, the alleged scheme occurred between August 2023 and September 2024. Court documents state that Antwi used multiple stolen access devices and forged credentials to complete the transactions before retrieving the orders in person.
Attorney General Sunday said the operation targeted both consumers and the Pennsylvania Liquor Control Board, noting that such schemes ultimately affect the prices paid by law-abiding customers. He said the case underscores the importance of coordinated enforcement by agencies confronting organized retail crime.
Antwi has been charged with felony counts of identity theft, access device fraud, theft by deception, forgery, and related offenses. He will be arraigned in Pennsylvania at a later date.
The investigation was conducted jointly by the Office of Attorney General and the Pennsylvania State Police, with assistance from the New York City Police Department, which arrested Antwi on the outstanding warrant. Senior Deputy Attorney General Philip McCarthy and Deputy Attorney General Kelsey Ashworth are prosecuting the case.
All charges are allegations, and every defendant is presumed innocent until proven guilty in a court of law.
