WEST CHESTER, PA — A 27-year-old Downingtown man has been arrested following separate investigations into multiple assaults and the unlawful sale of puppies in West Chester, according to borough police.

Assault Investigations

Police reported that Noah E. Norman, 27, was taken into custody on September 9, 2025, in connection with a series of assaults in the central business district of West Chester. Authorities did not immediately release the number of incidents or the details of the alleged assaults. Norman was transported to Chester County Prison after failing to post bond, and a preliminary hearing is pending.

Allegations of Puppy Sales

Between August 28 and August 31, 2025, West Chester Police received several complaints about an individual selling young puppies at various street locations in the borough. Officers responded to multiple incidents, gathered descriptions of the animals, identified the individual involved, and interviewed witnesses.

Police said their investigation included a review of surveillance video and consultation with an SPCA law enforcement officer. Based on the findings, Norman was charged with several counts relating to the unlawful selling of dogs and improper care of animals.
