Active Life, Fake Disability: Pa. Man Sentenced in VA Benefits Fraud

PHILADELPHIA, PA — A Montgomery County man who claimed to be too disabled to work while living an active, globe-trotting lifestyle was sentenced Wednesday to federal prison for defrauding the Department of Veterans Affairs out of more than $241,000 in disability benefits.

United States Attorney David Metcalf said Victor Milbourne, 52, of King of Prussia, was sentenced on Wednesday, January 21, 2026, to 18 months in prison by United States District Judge Paul S. Diamond. Milbourne was also ordered to serve three years of supervised release, pay $241,690 in restitution, a $20,000 fine, and a $1,000 special assessment.

Federal prosecutors said Milbourne defrauded the Department of Veterans Affairs out of approximately $241,260 by falsely claiming he was severely disabled and unable to work due to service-connected injuries.

Milbourne was charged by indictment in August 2022 and pleaded guilty in September 2025 to 10 counts of theft of government funds.

According to court filings and statements admitted to by the defendant, Milbourne carried out the scheme over nearly a decade, from December 1, 2013, through December 1, 2022. During that time, he repeatedly represented to the VA that he was incapable of working, enabling him to collect disability benefits to which he was not entitled.

In reality, authorities said, Milbourne led a highly active lifestyle that included international travel, operating his own business, and performing intensive physical workouts several times a week. Prosecutors said he used the fraudulently obtained VA benefits to fund frequent dining out and luxury vacations.

The case was investigated by the Department of Veterans Affairs Office of Inspector General and the FBI’s Philadelphia Division, Fort Washington Resident Agency. The prosecution was handled by Special Assistant United States Attorney Laura Bradbury and Assistant United States Attorneys Anthony Scicchitano and MaryTeresa Soltis.
