$4M Stolen Car Scheme Raises Alarming Fraud Questions

PHILADELPHIA, PA — A Philadelphia man has been charged in an alleged vehicle title-washing scheme involving dozens of stolen luxury vehicles valued at nearly $4 million, according to the Pennsylvania Attorney General’s Office and state police.

Adam K. Richardson, 40, was arrested Friday and arraigned, where he was denied bail, authorities reported.

According to investigators, Richardson, an authorized PennDOT tag agent, is accused of submitting falsified paperwork to obtain Pennsylvania titles for 65 allegedly stolen vehicles. Police said the vehicles were then sold on the black market after being provided legitimate-looking documentation.

Authorities reported the investigation identified 65 vehicles with an estimated value exceeding $3.8 million, including high-end brands such as Ferrari, Mercedes-Benz, BMW, and Cadillac. Nearly 40 of those vehicles have been recovered, according to investigators.

According to the Attorney General’s Office, the alleged scheme involved individuals bringing stolen vehicles to Richardson to have titles “washed,” allowing them to be resold. Investigators said Richardson allegedly received payment for facilitating the fraudulent paperwork.

Police reported the investigation began when state troopers identified stolen vehicles that had been titled through Richardson, prompting a broader investigation involving the Pennsylvania Department of Transportation and the Attorney General’s Insurance Fraud Section.

Richardson has been charged with corrupt organizations, vehicle title washing, forgery, dealing in proceeds of unlawful activity, and related offenses, authorities said.

Officials stated the investigation remains ongoing and additional charges may be filed.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
