Infant Found in Car During Cable Theft Investigation

UPPER CHICHESTER TWP, PA — A 47-year-old man turned himself in Sunday following an investigation that began with a report of cable wire tampering and led to the discovery of an infant inside a vehicle, according to the Upper Chichester Township Police Department.

Police reported that Ray Allen Gibase Jr. surrendered at the department on Sunday, April 5, 2026, after a criminal warrant was issued March 30 by Linwood District Court.

According to investigators, the case began at approximately 2:19 a.m. on March 30, when Officer Adam J. Biondi responded to a report of two suspicious vehicles in the 3100 block of Meetinghouse Road.

Police said Officer Biondi located a maroon Chrysler 300 with cable wire protruding from the trunk and hand saws visible inside. The vehicle was secured and towed to police headquarters pending a search warrant.

Authorities reported a second vehicle, a Jeep Liberty, was stopped by Aston Police and occupied by Angelina Williams and Gibase. Officers allegedly located a saw blade under the passenger seat, and both individuals were released at the scene.

According to police, while inspecting the Chrysler at headquarters, Officer Biondi observed a covered baby car seat and noticed movement. Investigators said officers entered the vehicle and discovered an infant inside, who appeared to be unharmed.

The child was removed and transported by Boothwyn EMS to a local hospital for evaluation, police reported.

Authorities said further investigation determined that Williams was allegedly involved in the cable wire tampering incident and she was taken into custody.

Police reported that Gibase has been charged with theft by unlawful taking, endangering the welfare of children, theft of secondary metal, receiving stolen property, criminal mischief, criminal conspiracy, and possession of an instrument of crime.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
