Urban Engineers Appoints New CEO and CFO Amid Milestone Year

PHILADELPHIA, PA — Urban Engineers, Inc. has announced key leadership changes as the firm marks its 65th anniversary. James (Jim) Bilella, PE, a longtime executive at the company, has been named Chief Executive Officer, while Christopher Bobrowski, CPA, has been promoted to Chief Financial Officer.

Both appointments reflect a strategic focus on continuity and growth. Bilella, who has spent more than 30 years at Urban, most recently served as Vice President and Market Leader for Rail and Transit. He brings extensive experience managing complex infrastructure and public transit projects across the U.S., as well as a deep understanding of both technical operations and team development.

“Jim has all the engineering and leadership experience to meet the moment for Urban and lead us forward into the years to come,” said Dianne Semingson, Chair of Urban’s Board of Directors. She noted that Bilella, in partnership with Bobrowski, is well positioned to build on the foundation laid under previous CEO Pat McCormick, who will remain on the board.

Bilella’s career at Urban began as an inspector on the New Jersey Turnpike and has included roles spanning traffic engineering, intelligent transportation systems, and municipal streetscape design. He also led the integration of the MEP firm Marvin Waxman into Urban’s operations. A licensed Professional Engineer in 38 states, Bilella is a graduate of Drexel University and a former U.S. Army Reserve Engineer Officer.

“In August, Urban celebrates its 65th anniversary, and I have been extremely fortunate to have been part of this incredible company for almost half of its storied history,” Bilella said. “Our success comes from the technical skills, relationships, and work ethic of our people.”

Bobrowski joined Urban in 2019 and has played a critical role in fortifying the company’s financial infrastructure. As CFO, he will lead the firm’s financial planning and risk management efforts. He is a Certified Public Accountant and Certified Fraud Examiner with over two decades of experience in finance and compliance.

Urban Engineers has earned multiple industry accolades in the past year, including project awards from the Construction Management Association of America and the American Society of Highway Engineers. Notable honors include recognition for the U.S. 1 Improvements, Betsy Ross Interchange, and Elizabeth Station Reconstruction projects.

As Urban Engineers looks to its next chapter, the firm’s leadership transition signals a continued commitment to innovation and excellence in infrastructure design and construction across the country.
