MEDIA, PA — This week, Delaware County officially became the first suburban county in the Philadelphia region to declare itself a safe haven for LGBTQ+ residents. On Wednesday, the Delaware County Council passed Resolution 2025-09 with a unanimous 5-0 vote, reaffirming its commitment to protecting equality, dignity, and access to healthcare for all individuals, particularly transgender, non-binary, and gender-expansive residents.
The resolution focuses on four key components, including a pledge to protect human rights and ensure access to fundamental needs such as healthcare and education. It explicitly prohibits county personnel from assisting with out-of-state investigations targeting people seeking or providing gender-affirming healthcare, unless required by lawful authority. The measure aims to make Delaware County a safe and supportive community for LGBTQ+ residents and their families.
“All of us are better off when all of us are protected,” said Delaware County Council Chair Dr. Monica Taylor. “All of us are better off when none of our neighbors are afraid of being targeted for who they are—especially by their own government.”
With an estimated 20% of the U.S. population identifying as LGBTQ+, the council asserts that this resolution reflects the values of many Delaware County residents. The resolution is effective immediately and bolsters ongoing efforts by the council to foster inclusivity and safety within the community.
Earlier this year, Delaware County took significant steps in affirming LGBTQ+ rights, hosting its first-ever Trans March and raising the Transgender Pride Flag on March 31, which remains a visible emblem of support. Future plans include introducing a comprehensive non-discrimination ordinance to further protect residents in areas such as employment, housing, and public accommodations.
“Right now, we are in such a tragic time of sliding backward where hatred has been normalized,” said Councilmember Kevin Madden. “This resolution could not come at a better time.”
The declaration is a timely addition to Pride Month celebrations, with events which include a festival in Upper Darby on June 14 adding to the county’s affirmation of LGBTQ+ rights. With this resolution, Delaware County has established itself as a leader in the region for equality and human rights.
Councilmember Elaine Paul Schaefer captured the sentiments of many during the session, declaring, “Whatever we need to do to counter these forces of hatred and inhumanity, I am there to do it. I’m really proud of this board for being willing to step up.”
For the LGBTQ+ community and its allies, the resolution serves both as a milestone and a symbol of solidarity in the ongoing fight for equality and safety.
