PHILADELPHIA, PA — A new white paper released by Veolia and the National Association of Water Companies calls for increased investment in U.S. water infrastructure, citing economic benefits and rising risks tied to aging systems.
The report, titled “Beyond 2050: The Economic Imperative of Water Infrastructure Investment,” outlines the financial and operational impacts of deferred maintenance and provides recommendations for modernization.
According to the report, replacing aging water mains could cost an estimated $452 billion, while annual costs tied to deteriorating infrastructure are projected to rise significantly by 2039 if investment remains limited.
The report states that approximately 240,000 water main breaks occur each year in the United States, and about one-third of the water workforce is expected to retire within the next decade.
Researchers found that each dollar invested in water infrastructure can generate about $2.50 in economic output, with some projects producing up to $4 in activity.
The report also estimates that every $1 billion invested in water infrastructure supports roughly 28,500 jobs.
“This report reframes the conversation around water from an operational cost to a strategic economic driver,” said Robert F. Powelson, president and CEO of the National Association of Water Companies.
The report highlights case studies, including a project in South Bend, Indiana, where a $7 million investment in sewer monitoring technology reduced overflow volumes and is projected to lower long-term capital costs.
Karine Rougé of Veolia said the report presents actionable strategies for addressing infrastructure challenges.
“The challenges facing our water systems are significant, but they are also solvable,” Rougé said.
The report recommends approaches including the use of technology, alternative financing models, and public-private partnerships to improve water systems.
It also provides guidance for local governments and utilities seeking to modernize infrastructure and manage long-term costs.
