CLAYMONT, DE — The OIX Association has formed the Digital Infrastructure Framework Committee (DIFC), a new initiative aimed at helping community planners and economic development leaders integrate digital infrastructure into long-term growth strategies.
The committee, chaired by OIX board member Ilissa Miller, CEO of iMiller Public Relations and a former public official, will develop a framework to guide municipalities in evaluating and planning for technology that supports government services, businesses, and population growth. The effort comes as federal programs such as BEAD push communities to modernize digital services amid rising concerns about power, water, and other infrastructure challenges.
Miller will lead focus roundtables at Techoraco’s Datacloud USA event in Austin on September 16–17. The sessions will bring together local leaders including Buddy Rizer, Executive Director of Economic Development for Loudoun County, Virginia, and Chris Pumphrey, President of Elevate Douglas Economic Partnership in Georgia. Participants will discuss the opportunities and obstacles communities face when assessing their digital readiness.
“The reality is, digital transformation isn’t optional and can no longer be a reactive afterthought,” Miller said. “What communities need is a trusted, unbiased framework that demystifies the process, empowering community leaders to understand what infrastructure they have, what they need, and how to plan for what’s coming.”
The DIFC is designed to serve as a resource that communities can incorporate into zoning, land-use, and policy guidelines. By creating a standardized approach, OIX hopes to help local governments move beyond ad hoc technology decisions and align digital infrastructure planning with broader economic and municipal goals.
The initiative underscores the growing importance of digital infrastructure as essential to public services, from tax collection systems to emergency response, while also supporting residential and commercial development needs.
