Horsham Advances Redevelopment of Former Willow Grove Naval Air Station With Landmark Agreement

HORSHAM, PA — The Horsham Land Redevelopment Authority (HLRA) has signed an Economic Development Conveyance Memorandum of Agreement (EDC MOA) to acquire sections of the former Willow Grove Naval Air Station–Joint Reserve Base, marking a pivotal step toward transforming the long-vacant military installation into a mixed-use community hub.

The agreement outlines a phased transfer of approximately 100 acres to HLRA over the coming years, setting the stage for redevelopment across portions of the 862-acre site. Officials describe the move as a critical turning point for Horsham Township and the surrounding region.

“This agreement is a turning point for Horsham Township and the surrounding community,” said W. William Whiteside III, chairman of the HLRA. “The mixed-use redevelopment of the base will serve as a hub of opportunity and innovation for the region.”

Plans for the site envision a blend of commercial, residential, and public spaces. In preparation, both HLRA and Horsham Township have invested in infrastructure improvements, including transportation systems, utilities, and updated land use controls, to support future development. The EDC MOA also permits the authority to begin making improvements on the property before formal development begins.

A key element of the process remains environmental clearance. HLRA continues to work with local, state, and federal agencies to complete remediation and ensure the property is ready for safe redevelopment.

A ceremonial signing event is scheduled for September 12, 2025, to formally recognize the agreement. Community leaders say the milestone demonstrates tangible progress in reshaping the former military base into a development that supports growth, jobs, and long-term investment in the region.
