VILLANOVA, PA — Devereux Advanced Behavioral Health has appointed Richard F. Dunlap Jr., Ed.D., as the new executive director of Devereux Pennsylvania Children’s Services. Effective immediately, Dunlap will oversee day-to-day operations at the Chester County-based center, which provides care for children, adolescents, and young adults with emotional, behavioral, and cognitive challenges.

His dedication to service will be invaluable as he leads Devereux Pennsylvania Children’s Services into the future.”
Prior to assuming his new role, Dunlap served as assistant executive director of Devereux Pennsylvania Children’s Services, a position he took on in March 2024. He brings more than 40 years of experience in education and administration, including leadership roles at Chester County Regional Education Services (CCRES), where he spent eight years, most recently as executive director. Dunlap has also held superintendent and principal positions in school districts across Pennsylvania, including Upper Darby, Coatesville, and West Chester.
A former officer in the United States Marine Corps, Dunlap holds a Bachelor of Science in special education from West Chester State College, a Master of Arts in bilingual/bicultural studies from Marywood College, and a Doctorate of Education from Immaculata College. He also holds a secondary principal’s certification and is a recipient of the National School Public Relations Association’s “Superintendents to Watch” award for 2015-2016.
At Devereux Pennsylvania Children’s Services, Dunlap will oversee numerous critical functions, including clinical services, quality improvement, staffing, and medical operations, as the organization continues its mission to provide life-changing care for young individuals.
With his appointment, Devereux is poised to strengthen its commitment to empowering young people and addressing complex behavioral health needs under Dunlap’s experienced leadership.
