Delaware Flips the Switch on Next-Gen Tolling System in On-Time Overhaul

DELAWARE — Delaware’s tolling network has moved onto a new technological backbone after the Delaware Department of Transportation completed an on-time rollout of TransCore’s upgraded Integrity Back Office System, a move officials say strengthens reliability while modernizing customer service across the state’s E-ZPass operations.

The deployment replaces DelDOT’s legacy tolling platform with a cloud-capable system designed to handle high transaction volumes, adjust quickly to policy or fee changes, and scale as Delaware’s tolling needs evolve. TransCore said the system has already achieved formal acceptance following its scheduled go-live.

Built through more than a decade of iterative development, Integrity is one of the most widely deployed tolling back-office platforms in the United States. The upgraded version consolidates toll processing, account management, image review, violations processing, and financial reporting into a single configurable platform, allowing agencies to streamline operations while responding faster to operational demands.

“This upgrade improves the customer experience and has implemented important upgrades to how tolls are assessed and collected,” said Shanté Hastings, secretary of the Delaware Department of Transportation.

The project builds on a long-standing partnership between DelDOT and TransCore, which has supported the state’s E-ZPass customer service operations for years. Company executives said the new deployment reflects a broader shift toward modern architectures without abandoning proven operational foundations.

The upgraded system introduces expanded self-service tools for drivers, including enhanced online and mobile account management, real-time notifications, and dispute resolution features. It also incorporates an AI-driven interactive voice response system aimed at reducing call center volume and speeding customer support.

From an infrastructure standpoint, Integrity has been re-architected to run in scalable, clustered environments that support high availability and future growth. Its modular design allows agencies to update core components without replacing the entire system, while configurable business rules reduce the need for custom code changes when policies or fees are adjusted.

State officials said the on-time delivery and successful acceptance underscore the platform’s stability and readiness for long-term use. For DelDOT, the transition marks a significant modernization of a mission-critical system that processes millions of toll transactions annually.
