Among the hallmark initiatives of his presidency were the creation of the Nursing Program, the Covered Bridge Theatre Company, the Family Support and Education Center, and the Kids in Kollege Summer Youth Program. He also launched the College Bound Program in partnership with Cecil County Public Schools, extending opportunities to local students.

His leadership extended beyond academics. Dr. Gell oversaw construction of the Physical Education and Activities Building, the Elkton Center for Continuing Education, and the Community Cultural Center, as well as renovations to the Arts and Sciences Building and the development of the Technology Center. He also grew the Cecil College Foundation’s endowment to more than $1 million, ensuring financial stability for the institution.
