Two PennDOT District 6 Employees Honored With State’s Highest Award for Excellence

KING OF PRUSSIA, PA — Two employees from PennDOT’s District 6, which serves Bucks, Chester, Delaware, Montgomery, and Philadelphia counties, were recognized Tuesday with the Star of Excellence Award, the department’s highest honor, during a ceremony at the National Civil War Museum in Harrisburg.

PennDOT Secretary Mike Carroll presented the awards to 30 employees statewide, highlighting their dedication to improving transportation services across Pennsylvania. “Every day, I am reminded of our employees’ dedication, their excellent customer service, and in many cases, their sacrifices,” Carroll said. “The accomplishments of our Stars of Excellence exemplify PennDOT’s mission to provide the very best transportation services to Pennsylvanians every day.”

District 6 honorees included Clerical Supervisor Mary Ellen Culhane and Roadway Programs Technician Jin Park, both recognized for their exceptional contributions to improving efficiency and delivering quality service.

With more than four decades of experience, Culhane has earned the nickname “Godmother of Permits” for her pivotal role in modernizing the district’s permitting operations. She helped develop the Electronic Permitting System (EPS), creating new forms and procedures that streamlined processing times and improved statewide efficiency. Culhane is also known for mentoring new employees and organizing fundraisers to support district initiatives.

Park was honored for his expertise in data analysis and use of technology to enhance planning and operational efficiency within the district’s complex roadside program. He has developed innovative processes to improve project management, while also mentoring county roadside staff to ensure seamless implementation of new procedures.

“Mary and Jin are model employees who routinely go beyond their scope of work to ensure our customers are receiving quality service,” said PennDOT District 6 Executive Din Abazi. “Their skill sets have proven to be a tremendous asset to PennDOT and have helped save taxpayers hundreds of thousands of dollars.”

The annual Star of Excellence Awards celebrate employees who embody PennDOT’s core values of service, performance, and integrity. This year’s recipients represent a wide range of roles, including highway maintenance, engineering, traffic control, and driver and vehicle services.
