UPPER LEACOCK TWP, PA — On Monday, Governor Josh Shapiro announced a $147.5 million private-sector expansion by Eurofins Lancaster Laboratories, a move state officials say will cement Lancaster County’s role as a global hub for life sciences and biopharmaceutical testing.
The investment by Eurofins Scientific (ERF.PA) includes the construction of a 300,000-square-foot laboratory and office expansion at the company’s 49-acre campus along New Holland Pike. The project is expected to create 250 new jobs over the next three years while retaining 3,080 existing positions, according to the Governor’s Office.
Pennsylvania is backing the expansion with more than $2.1 million in state support, including a $1.8 million Pennsylvania First grant and a $375,000 WEDnetPA grant to help train workers. State officials said the company has also been encouraged to apply for additional tax incentives through the Qualified Manufacturing Innovation and Reinvestment Deduction program.
Speaking during a visit to the site with Department of Community and Economic Development Secretary Rick Siger, Shapiro said the deal reflects Pennsylvania’s growing strength in life sciences and advanced manufacturing. He pointed to the state’s skilled workforce, research infrastructure, and location as key factors driving continued investment.
When completed, the Lancaster facility will become the largest site within the Eurofins Scientific network of more than 950 laboratories worldwide and one of the largest biopharmaceutical testing laboratories on the globe. Eurofins Lancaster Laboratories provides analytical testing services for bio and pharmaceutical companies, as well as environmental, food, and medical device industries.
Secretary Siger said the expansion aligns with the administration’s long-term economic development strategy, which identifies life sciences as a competitive advantage for the Commonwealth. He noted that similar expansions by major pharmaceutical and biotech firms have been announced across Pennsylvania in recent years.
Eurofins Lancaster Laboratories is part of the broader Eurofins Scientific group, which employs more than 65,000 people in 60 countries. Company executives said the Lancaster expansion will allow Eurofins to increase capacity for global clients while offering new career opportunities locally.
State officials framed the announcement as part of a broader trend, citing billions of dollars in private investment secured since Shapiro took office and national rankings that place Pennsylvania among the country’s strongest business climates.
