Philadelphia Phlebotomy School Shut Down After Operating Without License, Ordered to Repay Students

HARRISBURG, PA — Attorney General Dave Sunday announced a settlement with JD Mobile Phlebotomy and its owner, Jennifer Denise Oliver, following allegations that the Philadelphia-area business operated an unlicensed phlebotomy training program and misled students seeking professional certification.

According to the Office of Attorney General, Oliver ran a phlebotomy training school out of her medical laboratory throughout 2024, charging students $1,250 each with the promise that they would become certified phlebotomists upon completion. However, Oliver was never licensed by the Pennsylvania Department of Education to operate such a program and continued collecting payments even after being ordered to cease operations.

Students allegedly did not receive the education or certifications they were promised, and Oliver refused to issue refunds.

Under an Assurance of Voluntary Compliance filed in the Court of Common Pleas of Philadelphia County, Oliver must pay restitution to the Office of Attorney General, which will be distributed to affected consumers. She is also barred from owning or operating any phlebotomy-related training program in Pennsylvania.

“Hard working consumers who are looking to gain educational experience should not be misled and deceived about the legitimacy of training programs,” Attorney General Sunday said. He emphasized the Office of Attorney General’s ongoing efforts to investigate unlicensed schools and protect consumers from fraudulent operations.

The case was investigated jointly by the Attorney General’s Healthcare Section and the Bureau of Consumer Protection. Deputy Attorneys General Molly Pohlhaus and Kathleen MacFeeters handled the filing.

Consumers who believe they were impacted by JD Mobile Phlebotomy’s unlicensed program are encouraged to contact the Office of Attorney General.

The Assurance of Voluntary Compliance does not constitute an admission of wrongdoing but imposes enforceable requirements on Oliver and her business.
