PHFA Awards $66.5 Million to Develop Nearly 2,000 Affordable Housing Units Across Pennsylvania

HARRISBURG, PA — The Pennsylvania Housing Finance Agency (PHFA) has approved $66.5 million in low-income housing tax credits to support the construction and rehabilitation of 41 affordable multifamily housing developments across the Commonwealth. The funding will help create or preserve 1,946 rental units, including 1,900 designated as affordable housing for residents.

The federal low-income housing tax credits, administered by PHFA and approved by its board, remain the state’s most effective tool for encouraging private investment in affordable housing. The awarded projects span urban, suburban, and rural areas, addressing growing demand for accessible and sustainable rental options.

“Tax credits are the main tool for PHFA to create affordable rental housing, and I’m pleased we are awarding credit to developments that will make a difference for so many Pennsylvanians,” said Robin Wiessmann, PHFA Executive Director and CEO. “The shortage of affordable housing is widely acknowledged. These credits are pivotal in helping to build and preserve homes that working families, seniors, and vulnerable Pennsylvanians can afford.”

In addition to the tax credit allocations, PHFA’s board authorized the use of Pennsylvania housing tax credits and confirmed the agency will provide first mortgages and other soft funding sources to many of the awarded developments. These projects are expected to leverage a mix of local, state, federal, and private financing to complete construction.

When completed, the 41 developments will expand affordable housing access for thousands of residents, helping to stabilize communities and strengthen Pennsylvania’s housing infrastructure statewide.
