Pennsylvania’s $7.76M Push to Solve Teacher Shortages & Empower Educators

HARRISBURG, PA — The Shapiro Administration has announced a $7.76 million investment to bolster Pennsylvania’s teaching workforce through expanded teacher apprenticeship programs. This initiative, funded entirely by the Workforce Innovation and Opportunity Act, aims to address teacher shortages while creating pathways to certification for paraprofessionals, emergency-certified teachers, and aspiring educators.

“This program is an innovative Pennsylvania solution to the teacher shortages affecting schools and students nationwide,” said Labor & Industry Secretary Nancy A. Walker. “By combining on-the-job training with classroom instruction, we’re creating pathways to family-sustaining careers while helping our schools and students thrive.”

The funding will support teacher apprenticeships tailored to urban, suburban, and rural communities. Participants will earn certifications through mentorship, coursework, and employment within schools. Acting Secretary of Education Dr. Carrie Rowe highlighted the program’s broader impact, stating, “These investments are about more than filling vacancies. They’re about ensuring every learner in Pennsylvania has access to high-quality education.”

Among the grant recipients are Central Susquehanna Intermediate Unit, which will train special education teachers across 13 counties; iDEAL Semiconductor Devices, supporting certification for educators in underserved communities; and Slippery Rock University, addressing shortages in STEM and special education. Other institutions across Pennsylvania, including King’s College, Esperanza Academy Charter School, and DeSales University, will pilot apprenticeship programs that reflect local needs.

This initiative builds on Governor Shapiro’s ongoing efforts to strengthen the state’s workforce, including a 50% increase in apprenticeship funding since taking office, streamlined teacher certification processes, and targeted budget proposals for workforce development.
