PennDOT Launches $80 Million Grant Round to Expand Transportation Alternatives

HARRISBURG, PA —  The Pennsylvania Department of Transportation (PennDOT) announced it will begin accepting applications for the 2025 Transportation Alternatives (TA) Set-Aside program on July 14. The application window will remain open through October 31, with $80 million in federal funding available to support community-based transportation projects across the Commonwealth.

The funding, part of the Federal Highway Administration’s Surface Block Grant Program, is aimed at improving pedestrian and bicycle infrastructure, creating safe routes to school, enhancing public transit access, and supporting community improvements such as historic preservation, vegetation management, and environmental mitigation. Eligible applicants include municipalities, regional transportation authorities, transit agencies, public land agencies, and school districts.

“Pennsylvanians make decisions about how they travel for many reasons, the most critical of which is the infrastructure available to them,” said PennDOT Secretary Mike Carroll. “The TA Set-Aside program offers communities around the Commonwealth the opportunity to improve infrastructure and provide residents with a broader range of transportation options.”

Draft applications must be submitted to PennDOT district offices by September 5. All regional reviews and comments are due by January 23, 2026. The statewide selection committee will meet in March 2026 to recommend projects for final funding awards.
