PA Pulls In $3 Billion as November Revenues Surge Across Key Tax Categories

HARRISBURG, PA — Pennsylvania collected $3.0 billion in General Fund revenue in November, bringing total collections for the fiscal year to $16.5 billion, Revenue Secretary Pat Browne reported.

The latest numbers reflect broad strength across the Commonwealth’s major tax streams, even as November’s data cannot yet be compared against official projections. The state’s revenue estimate for the 2025-26 fiscal year was formally certified November 12 as part of the budget finalization process.

Sales tax revenue led the month with $1.2 billion collected, pushing year-to-date sales tax receipts to $6.4 billion. Personal income tax collections reached $1.1 billion in November and now total $6.9 billion for the fiscal year.

Corporation tax revenue totaled $168.2 million for the month, bringing year-to-date collections to $1.3 billion. Inheritance tax receipts added $126.8 million in November, a contribution that lifted the annual total to $728.6 million.

Realty transfer tax revenue for the month amounted to $56.5 million, with cumulative collections rising to $237.8 million. Other General Fund tax revenue — including cigarette, malt beverage, liquor, and gaming taxes — totaled $159.0 million. Those categories have generated $665.4 million so far this fiscal year.

Non-tax revenue contributed $155.1 million in November, bringing the year-to-date total to $333.7 million.

Outside the General Fund, the Motor License Fund collected $257.6 million in November. The fund, which supports Pennsylvania’s transportation network through gas and diesel taxes along with license, fine, and fee revenues, has brought in $1.4 billion so far this fiscal year.

Officials said more meaningful month-to-month comparisons will resume once the newly certified revenue estimate is fully applied to subsequent reporting periods.
