Game-Changer for Seniors: House Bill 1058 Clears PA House in Bold Move!

HARRISBURG, PA — On Monday, June 2, the Pennsylvania House of Representatives approved House Bill 1058, a measure introduced by State Rep. Melissa Shusterman, D-Chester, aimed at ensuring the financial stability of the Pennsylvania Lottery while safeguarding key programs for seniors.

The legislation eliminates the state lottery’s requirement to allocate at least 20% of its total ticket sales revenue to the Property Tax Rent Rebate Program and senior transit services. By removing this profit margin mandate, the bill seeks to enhance the lottery’s ability to compete in the broader entertainment market and maintain its financial health.

“This change will allow the Pennsylvania Lottery to more effectively compete with other forms of entertainment and put the lottery on better financial footing,” said Rep. Shusterman. “Removing the profit margin ensures the continued health of the lottery, helping our aging population maintain their independence and quality of life.”

Proceeds from the lottery currently provide essential funding for programs that benefit Pennsylvania’s senior citizens. These include rebates to assist with property taxes and rents, as well as free or discounted transit options.

With the bill clearing the state House, it will now advance to the state Senate for further consideration. If approved, the measure could reshape funding requirements for the lottery while continuing to support critical senior services.
