HARRISBURG, PA — AARP Pennsylvania is alerting residents to a surge in scams targeting recipients of the Supplemental Nutrition Assistance Program (SNAP), where criminals use skimming devices to steal Electronic Benefit Transfer (EBT) card information and drain accounts.
Skimming devices are small, often hidden overlays placed on legitimate card readers, allowing thieves to capture card data undetected. Victims often discover the theft only after benefits have been depleted.
“Skimming is a sophisticated yet deceptive tactic,” said Mary Bach, AARP Pennsylvania Volunteer and Chair of the Consumer Issues Task Force. “It can go unnoticed until benefits are already stolen. Awareness is the first line of defense, and taking simple steps can prevent financial hardship.”
How SNAP Recipients Can Protect Themselves
AARP Pennsylvania recommends several precautions to safeguard benefits:
- Lock EBT cards when not in use using the ConnectEBT mobile app or website — the only official platform partnered with Pennsylvania.
- Change PINs regularly, especially before benefits are deposited.
- Inspect card readers for loose components or unfamiliar overlays that may indicate tampering.
- Monitor balances frequently and report suspicious activity immediately.
Officials Urge Vigilance Amid Rising Threat
State agencies are taking action to combat the fraud but stress that consumers must remain proactive.
“The Department of Human Services is aware of skimming incidents that have been targeting SNAP recipients,” said DHS Secretary Dr. Val Arkoosh. “Do not become a victim of this crime. Make sure you keep your EBT card locked, change your PIN every month, and always inspect card readers before swiping.”
Michelle Henry, Pennsylvania’s State Inspector General, noted that law enforcement is actively working to remove skimming devices and prosecute offenders. “We urge SNAP recipients to stay vigilant and take the steps outlined here to help protect their benefits from theft,” she said.
Reporting Suspected Fraud
SNAP recipients who believe their benefits have been stolen should:
- Contact local law enforcement immediately.
- Report thefts to the Office of State Inspector General by calling 1-800-932-0582.
- For additional support, call the AARP Fraud Watch Network Helpline at 1-877-908-3360.
With scammers increasingly targeting vulnerable households, state officials and AARP emphasize that prevention and quick reporting are critical to protecting SNAP benefits.
