$132.9M Dairy Expansion Promises Jobs in Cumberland County

SHIPPENSBURG, PA — A $132.9 million expansion by dairy manufacturer Schreiber Foods will increase yogurt production capacity in Cumberland County while creating dozens of new jobs and preserving hundreds of existing positions.

Governor Josh Shapiro announced Tuesday that Schreiber Foods will expand its manufacturing facility in Shippensburg with a $132.9 million investment. The Commonwealth is contributing $1 million to support the project through a state economic development grant.

The project will add new production lines at the facility, increasing its yogurt processing capacity. Once complete, the plant will be able to process an additional 109,000 pounds of milk per day.

“Schreiber Foods’ decision to expand their manufacturing operations in the Commonwealth not only advances our goal to grow Pennsylvania’s economy, but invests in and supports our farmers, too,” Shapiro said.

How the State Is Supporting the Project

Schreiber Foods received a funding proposal through the Pennsylvania Department of Community and Economic Development’s Pennsylvania First Program.

The program provides grants to companies expanding or locating in Pennsylvania and is designed to connect businesses with trained workers and support job creation.

State economic development officials coordinated the proposal through the BusinessPA investment office.

DCED Secretary Rick Siger said the expansion strengthens two major sectors of Pennsylvania’s economy.

“This investment from Schreiber Foods will help boost our economic competitiveness, create good-paying jobs, and support the dairy industry across the Commonwealth,” Siger said.

Pennsylvania’s manufacturing sector contributes more than $116 billion annually to the state economy, while agriculture contributes about $132.5 billion each year.

Impact on Pennsylvania Dairy Farms

State agriculture officials say the project could also benefit dairy producers that supply milk to processors like Schreiber Foods.

Pennsylvania ranks eighth in the nation in milk production, with more than 4,900 dairies producing nearly 10 billion pounds of milk annually and supporting about 47,000 jobs.

Agriculture Secretary Russell Redding said investments in processing capacity can strengthen rural economies and farm businesses.

“Our dairies support family-sustaining jobs, fuel rural economies, preserve open space, recycle resources, create energy, and provide nutritious food,” Redding said.

Schreiber Foods, which employs more than 10,500 people worldwide, produces a range of dairy products including cream cheese, natural cheese, processed cheese, beverages, and yogurt.

Company officials said the expansion reflects a long-term commitment to the region.

“Schreiber has been a proud member of the Shippensburg community for more than two decades,” said Trevor Farrell, president of Schreiber Foods. “This expansion reinforces our long-term commitment to this area.”

According to the company, the Shippensburg facility sources milk from about 165 farms across 11 counties in southcentral and southeastern Pennsylvania.
