WASHINGTON, D.C. — The National Democratic Redistricting Committee (NDRC) unveiled a sweeping electoral strategy on Friday aimed at defending voting rights and curbing anti-democracy efforts in key state-level elections across the country in 2025 and 2026.
The plan, first reported by the Washington Post, outlines the NDRC’s commitment to supporting Democratic candidates in at least 13 states. The committee will target critical offices such as governors, state legislatures, and state supreme courts — all pivotal in shaping the nation’s redistricting process and safeguarding fair elections.
“Right now, the greatest assault on the right to vote since the Jim Crow era is underway in the states—and it must be stopped,” said Eric H. Holder, Jr., former U.S. Attorney General and NDRC chairman. Holder stressed that partisan gerrymandering, efforts to weaken ballot initiatives, and other restrictive measures threaten the foundation of American democracy.
Holder emphasized that recent electoral wins, including the 2025 Wisconsin Supreme Court race, demonstrate a clear voter rejection of extreme partisan tactics. However, he warned that the balance remains fragile, pointing to the competitiveness of the current congressional map and the looming danger of a return to heavily gerrymandered systems reminiscent of 2011.
“We, the American people, still control our fate,” Holder urged, calling for continued civic engagement and turnout at the ballot box. “With the stakes so high, we cannot allow ourselves to be resigned or tired.”
For 2025, the NDRC’s priorities include the Virginia governor’s race and House of Delegates, as well as Pennsylvania’s state Supreme Court election. In 2026, the focus will expand dramatically, targeting gubernatorial and legislative races in states such as Arizona, Florida, Michigan, and Texas. Additionally, state supreme court contests in North Carolina, Ohio, and Wisconsin will receive significant attention, reflecting concerns over judicial independence.
The strategy emphasizes the NDRC’s two-pronged approach: elect officials who can protect fair redistricting and block partisan attempts to undermine state courts. Holder described this effort as vital to preserving a democratic system where all voters’ voices count equally.
With Republicans controlling many statehouses and continuing efforts to cement political power through redistricting, the upcoming state-level battles could shape national politics for years to come. By investing heavily in these races, the NDRC hopes to fortify democratic norms and ensure fair representation remains at the heart of the American political system.
