Sanitizing Failures Raise Concerns at 3 Sites

WEST CHESTER, PA — The Chester County Health Department cited three food facilities on February 25 for multiple violations, including dishwashing sanitization failures, plumbing issues and improper food handling, according to inspection reports.

The inspections included Glendale Dining Services Inc. at Pocopson Home in West Chester, Govind Gasoline LLC in West Grove and Sweet Escape Treats LLC, operating as Cookie Dope, in West Chester.

At Glendale Dining Services, 1695 Lenape Road, inspectors reported the final rinse temperature of the dishwasher did not register at required levels, and a dish surface thermometer failed to reach 160 degrees, the minimum temperature needed to ensure proper sanitization.

Inspectors instructed staff to manually sanitize all dishware and equipment until the machine consistently reaches required wash and rinse temperatures. Staff were also directed to record wash, rinse and final rinse temperatures daily and contact maintenance if minimum temperatures are not achieved.

Sanitizer concentrations in buckets varied throughout the kitchen and were not consistently maintained within the required 200–400 parts per million range. Grab-and-go food items in the café lacked ingredient labels and required date markings.

Inspectors also observed an improperly labeled bleach spray bottle in a small dining area and noted chemical storage concerns. In addition, at least one kitchen employee or manager must apply for a Chester County Food Manager Certificate within 14 days.

At Govind Gasoline LLC, 890 W. Baltimore Pike, West Grove, inspectors cited plumbing and handwashing violations.

Water was leaking at the base of a faucet in the coffee area, and a handwashing sink near the three-bay sink lacked hot water at the required minimum of 85 degrees. The hot water faucet handle was missing and must be replaced.

Quat sanitizer test strips were expired and water-damaged. Inspectors also noted that utensils were not being immersed in sanitizer for the required one-minute minimum. Paper towels were missing at two hand sinks but were provided during the inspection.

The wall-mounted hand sink near the three-bay sink was reported as loose and separating from the wall and must be secured.

At Sweet Escape Treats LLC, 28 S. High St., West Chester, inspectors cited equipment sanitation and structural issues.

The facility did not have test strips to verify sanitizer concentration and was not using chemical sanitizer on equipment after washing and rinsing. Inspectors observed utensils stored wet without proper air drying and food residue on items stored as clean.

House-made cookie dough containing time- and temperature-controlled ingredients was marked with a use-by date exceeding seven days. Inspectors directed the facility to use or discard such products within seven days unless documentation supporting an extended shelf life is provided.

Additional violations included cracked container lids, excessive ice buildup in freezers, chipping paint in prep areas, a leaking prep sink and a slow-draining dish machine.

The health department notes that inspections represent conditions observed at the time of the visit and may not reflect long-term practices.
